Caregivers providing compassionate in-home care in Colorado

In-Home Care for the Workers Who Built the Cold War

If you or someone you love worked at Rocky Flats or another Department of Energy site and has an accepted EEOICPA claim, the U.S. Department of Labor pays for approved in-home care at 100% — with no copay to the covered worker. Colorado CareAssist is the local, family-owned agency ready to provide that care, right here on the Front Range.

EEOICPA Home Care

A benefit you earned — and care that stays close to home

For decades, thousands of Coloradans reported to Rocky Flats and other Department of Energy sites and did work that put their health at risk. The Energy Employees Occupational Illness Compensation Program Act (EEOICPA) is the federal program that recognizes that service. When a claim is accepted, the covered worker receives lifetime medical benefits for the accepted condition — including, when a physician documents the need, help at home. Colorado CareAssist provides that help with the same warm, professional, non-medical care we've offered Front Range families since 2012.

  • Family-owned Colorado agency serving the Denver metro, Boulder and the Front Range since 2012
  • Non-medical in-home and companion care — the exact category most often authorized under EEOICPA
  • We coordinate directly with your treating physician's office and the Department of Labor authorization

How It Works

How EEOICPA in-home care actually works

Getting care started is a clear, well-defined process. Understanding it up front makes everything easier — and it's why families lean on a provider who knows the steps. Here is the path, in plain language:

  1. 1

Your EEOICPA claim for the illness is accepted by the Department of Labor's Denver District Office.

  2. 2

Your treating physician documents the need for in-home care — a Letter of Medical Necessity and the DOL home-health forms that specify the level of care and the hours per day, up to 24/7.

  3. 3

The Department of Labor authorizes a set number of hours and issues that authorization to an enrolled home-care provider.

  4. 4

The Department of Labor pays the provider for approved services at 100% under its fee schedule — with no copay and no out-of-pocket cost to the covered worker.

Getting Started

The doctor's letter is the key that starts care

An accepted claim opens the door, but the document that actually turns it into hours of care at home is your treating physician's Letter of Medical Necessity. Once your oncologist, pulmonologist or other doctor documents the need and names a home-care provider on the paperwork, care can begin. If you'd like, we can serve as that named provider and walk your family and your doctor's care coordinator through the forms so nothing stalls. Reach us at (303) 757-1777 (Denver metro & Boulder) or (719) 428-3999 (southern Colorado).

  • Personal care and daily routines — bathing, dressing, grooming and mobility support

  • Transportation and errands, appointments and staying connected to family
  • Overnight and around-the-clock schedules when authorized, up to 24/7

Our Community

Rooted in the Rocky Flats community

The Rocky Flats Plant operated in Jefferson County from 1952 to 1989, and the workers who staffed it settled and grew older across the north and west metro — Arvada, Westminster, Wheat Ridge, Golden, Broomfield, Northglenn, Thornton and Lakewood. That's our backyard. We're a Colorado family business, locally owned and operated, and we're proud to serve the neighbors who did this work. We're glad to present a free, plain-English overview of the in-home care benefit to worker groups, union retiree meetings, screening-program events and community organizations across the Front Range.

Frequently Asked Questions

Questions About EEOICPA Home Care

What is EEOICPA?

The Energy Employees Occupational Illness Compensation Program Act is a federal program run by the U.S. Department of Labor. It compensates former nuclear-weapons and Department of Energy workers — and eligible survivors — who developed certain radiation- or toxin-related illnesses. Once a claim is accepted, the covered worker receives a lump-sum award and lifetime medical benefits for the accepted condition, which can include approved in-home care.

How is EEOICPA in-home care paid for?

When your claim is accepted and your physician documents the need, the Department of Labor authorizes a set number of hours and pays the enrolled provider for approved services at 100% under its fee schedule. There is no copay and no out-of-pocket cost to the covered worker for authorized care. It is a benefit you earned through your service.

I worked at Rocky Flats. Could I qualify?

Many former Rocky Flats workers do. Workers there during a defined period are part of a designated Special Exposure Cohort, which can simplify approval for certain cancers. Eligibility is determined by the Department of Labor, not by us. The best first steps are to speak with the DOL EEOICPA Resource Center in Westminster and your treating physician. We're also glad to help your family understand the process.

How do I actually get in-home care started once my claim is accepted?

Your treating physician documents medical necessity on the Department of Labor's home-health forms — including a Letter of Medical Necessity that specifies the level of care and hours per day — and names a home-care provider. Once the Department of Labor authorizes the hours, care can begin. We can serve as your named provider and help coordinate the paperwork with your doctor's office.

What kind of care does Colorado CareAssist provide?

We provide non-medical, non-skilled care: personal care, meal preparation, light housekeeping, medication reminders, transportation, companionship and around-the-clock support when authorized. This is the attendant and companion care most commonly authorized under EEOICPA when a physician documents the need.

Which areas do you serve?
